Community Tax Assistance: Community Tax Aid, Inc. is a group of volunteers from all aspects of accounting-public, industry, government, non-profit, and education--the legal community, accounting and law students and others. CTA provides income tax preparation services for persons with low incomes (<$22,000) and the elderly at no charge. Volunteers also represent clients if necessary. For a list of times and locations where you can meet with a volunteer, check the CTA website.

다음은 IMPORTANT 2008 Payroll Updates.
tax return 과 직접적인 관련이 있는지는 잘 모르겠지만 일단 내용을 소개합니다.
1. 2008 Maryland State TAX CHANGES: For those employees who claim
Maryland as their permanent address. (If you claim any other State as
your permanent address then skip this item.)
What has happened: In the 2007 Special Session, the Maryland General
Assembly enacted the Tax Reform Act of 2007 which included income tax
and withholding allowance changes effective 1/1/2008. Prior to this
Maryland Residents did not have different withholding choices under
Maryland Law. Since there was no choice, the payroll system defaulted
all employees to an "S" single filing status. Effective 1/1/2008, the
W-4 withholding allowances form has been redesigned to allow employees a
choice for State withholding categories as follows:
• Withholding as a Single Rate
• Married (includes surviving spouse or unmarried Head of Household) Rate
• Married but withhold at higher Single Rate
Effective January 2008, the Maryland withholding status information is
displayed on the upper right hand side of all payroll check and direct
What should you do: Based on the tax law changes, current employees
eligible to file their tax returns as Married Joint, Surviving Spouse,
or Head of Household with a combined taxable income of more than
$150,000 per year may want to change their withholding status on the W-4
form to avoid being over withheld at the higher single default rate.
All employees who claim Maryland as their primary residence DO NOT need
to submit a new 2008 FORM W-4. Employees impacted by the tax law changes
noted above, who determine they need to change their withholding status,
may complete a new Form W-4 and submit it to the University Payroll
Services Office. The new 2008 Form W-4 can be found on both the
University of Maryland PHR home page and the State Central Payroll
Bureau (CPB) home page indicated above under the section entitled
"FORMS." Changes can also be submitted via the CPB website
http://compnet.comp.state.md.us/cpb by clicking on Payroll Online
Service Center (POSC).

2. DC and West Virginia Form W4
The 2008 Form W-4 for the District of Columbia and West Virginia remains
unchanged and unless you want to make a change you do not need to submit
another Form W-4.
3. WAGE AND TAX STATEMENTS (FORM W-2):
CPB has issued and mailed annual Wage and Tax Statements (Form W-2).
These forms were mailed directly to all current and former employees at
the address on file as of early December 2007. Additional or duplicate
copies of the Form W-2 are available to the employee via POSC on the CPB
website listed above. Copies may be requested via phone by calling CPB
at 410-260-7964 (local) or 1-888-674-0019 (toll free in Maryland).
Requests taken by phone are processed on a weekly cycle. For faster
service you are encouraged to use CPB's POSC. A detailed explanation of
the Form W-2, "Your 2007 W-2, What You Need to Know" is available on the
4. SOCIAL SECURITY (FICA) MAX:
The 2008 FICA wage base has been raised to $102,000 [after pre-tax
deductions], up from $97,500 in 2007. The FICA tax rate is still 7.65%
with the Social Security portion being 6.2% and the Medicare portion
being 1.45%. When your wages reach the "FICA max" you no longer pay the
Social Security portion. You pay only the Medicare portion of 1.45%
5. NEW FEDERAL and DISTRICT OF COLUMBIA (DC) TAX WITHHOLDING Rules:
Effective 1/1/08 the Federal tax withholding allowance was increased
from $3,400 to $3,500; as a result of this increase you may see a slight
reduction in the amount of federal tax withheld beginning with the

you may see a slight change in your 1/25/08 paycheck. The DC tax
withholding allowance was increased from $1,500 to $1,675.
6. MARYLAND COUNTY INCOME TAX WITHHOLDING:
Allegany County was the only county to increase their income tax
withholding rate effective 1/1/08. The rate went from 2.93% to 3.05%. No
other county's rate changed. If your permanent address is in Allegany
County you may see a slight change in your paycheck.
7. NEW FEATURES OF THE STATE CENTRAL PAYROLL BUREAU AUTOMATED PAYROLL
ONLINE SERVICE CENTER (POSC):
POSC has been expanded to allow changes to withholding levels for
existing Form W-4 records only. Newly hired employees must still submit
to Payroll, an original hard copy of the Form W-4 with an original
signature. However, subsequent changes may now be made electronically
through the use of POSC. http://compnet.comp.state.md.us/cpb

*Update Direct Deposit [once your initial direct deposit has taken effect]
*Update W4 (Tax Withholding)
*Update Address [once your address has been displayed on your pay
*View/Print Duplicate W-2 [for current and 2 previous years]
*View/Print Current Year Pay Stubs [with 12 rolling months of history]
*View/Print Year End Pay Stubs [up to 5 years history]
